BEWG leakage Control Solutions and Excellent Innovation Practices Resonated at the Water Supply Forum 2021-07-22

The year 2021 marks the 100th anniversary of the founding of the Party and is also the historical moment for building a moderately prosperous society in all respects. As the industry closest to the people's “true heart”, the high-quality development of the water supply industry concerns the welfare of people in the world and benefits the livelihood of hundreds of millions of people.


On July 21-23, the “2021 (6th) Water Supply  Forum and the 3rd Product and Technology Exhibition and Exchange”was held in Shanghai, organized by E20 Environmental Platform and Water Supply Alliance. With the theme of “leading the future with high quality”, the forum deeply interpreted the macro situation of economy, policy and industrial development of the 14th Five-Year Plan, and invited industry leaders, experts and scholars to discuss and share the strategic direction and experience exploration of the water supply industry, presenting a thought feast for the water supply industry. BEWG was invited to participate in the theme sharing and “evening session” parts. and the Group's three major projects won awards at the forum.

On the afternoon of the 21st, Wang Li, Deputy General Manager of the Operation and Management Center of BEWG, was invited to share his views on “Water Supply Leakage Control Strategy and Intelligent Practice” in the forum part of “Intelligent and Low-Carbon Future-- Digital Transformation and Intelligent Financing”.  Wang Li combined with the typical cases of BEWG, systematically shared the solutions on leakage control and the practice achievements with focus on smart water.

Combined with the characteristics of BEWG water supply projects and the difficulties of leakage control and reduction in the industry, Wang Li proposed that the leakage control should follow the general idea of “management first, business support, intelligent empowerment and training guarantee”. On the management side, the focus should be on the reengineering of organizational structure, system standards and business processes, from the past experience management and extensive management to standardized and standardized management, so as to finally achieve fine management. On the business side, according to the current situation and different scope of production and sale gap, we should adopt differentiated means to control leakage and reduce the gap.

In terms of controlling leakage in the network, Wang Li said that on the basis of pipeline network walking and ensuring maintenance efficiency and project quality, advanced leakage detection technologies such as pipeline inspection robot and satellite remote sensing leakage detection, zoning management technology and pressure control technology should be strengthened, and take multiple measures to reduce real losses of network.

In terms of controlling measurement loss, Wang Li emphasized the critical importance of water meter selection, installation and evaluation, and shared the “Technical Standards for Water Meter Selection and Installation”formulated by BEWG and the independently developed measurement and evaluation tools, which aroused the strong interest among the guests.

In the context of the unprecedented popularity of smart water in the water supply industry, Wang Li pointed out that the smart water construction should not blindly follow the trend, but should make a top-level planning according to the characteristics of the enterprise itself, straighten out the business process, establish data standards, clear output targets, and finally form an intelligent tool to support the operation and business development of the enterprise from the perspective of management and business. He introduced in detail the excellent operation platform strategy of BEWG, put forward the planning idea of “transforming offline capabilities into online tools, rapid promotion and application, cloud deployment of online tools, and continuous expansion of platform functions”, and shared with the guests the Guigang project represented by localization deployment, Nanning Dashatian project represented by localization and SaaS deployment, and Kaili project represented by SaaS deployment, It further shows the great construction ideas of BEWG in smart water in the water supply industry .

Take Guigang smart water project as an example, which is the first full-service smart water demonstration project created by BEWG pilot. The project took more than two years to plan and create a comprehensive smart water platform including 22 sets of business systems and 6 application modules. Outputting a set of business standards, construction standards, data standards and operation and maintenance standards, providing an important reference for smart water construction. With the empowerment of the smart water system, Guigang project has reduced the production and sales gap by 5.44 percentage points based on the original through the measures such as supporting the establishment of dispatching center and other organizational optimization, system and process reengineering,and the implementation of performance assessment for leakage detection and other work types. The economic and social benefits are remarkable.

Based on the new stage of industrial development, Wang Li finally focused on several in-depth thoughts. He pointed out that leakage rate is a comprehensive indicator that objectively reflects the operation and management service level of the water enterprise. In the water loss control, management is the core and technology is the means to improve the technical and economic adaptability of leakage control through continuous technological innovation; Meanwhile, effective measurement management is the basis of leakage control, and intelligence is the inevitable path to achieve long-term leakage control.

On the evening of the 21st, Huang Wenlong, Director of the Policy Research Office of BEWG, Wang Li, Deputy General Manager of the Operation Management Center, and Li Zhitao, Assistant General Manager of the Operation Management Center, were invited to participate in the closed-door evening session on “grasping the future of the industry from core topics such as water price”,they jointly discussed the reform of water price and shared the experience of price adjustment from the aspects of national policy, water price mechanism, positioning of water supply industry, high quality and favourable price, integration of urban and rural water supply to provide suggestions for the future high-quality development of water supply industry

On the afternoon of the 22nd, at the “2021 Water Supply Industry Innovation Case Selection Results Announcement and Award Presentation”ceremony, three projects of BEWG stood out from over 70 projects  due to its remarkable strength, including“intelligent integrated solutions for leakage loss of water supply network”of Guangxi Guigang BEWG Co., Ltd. won the 2021 Excellent Innovation Case Award in the Water Supply Industry--Mechanism and Mode Innovation Award; “Research and verification of Cascade Flow Superposition Detection Technology in Water Supply Network” of Shandong Changle Shikang Water Industry Co., Ltd. and “Exploration of Urban-Rural Integrated Water Mixed Ownership Reform and Operation Management Mode” of Changdejin Urban and Rural BEWG Co., Ltd. both won the Network Popularity Award. Wang Li and others took the stage to receive the awards on behalf of the Group.
