BEWG Technology Committee Municipal Water Operation & Management Sub-committee held the 1st working seminar in 2020 2020-03-08

On 4 March 2020, focusing on operation and management core competence, BEWG Technology Committee Municipal Water Operation & Management Sub-committee held the 1st working seminar in 2020.

 
At the annual work conference in 2020, Mr. ZHOU Miin, BEWG president stressed on the strategic direction of transition to light asset enterprise by building asset management platform, operation management platform; he pointed out the core of light asset strategy is “the capability of operating assets worth trillion of yuan”, and clarified the overall objective of “strong operation reshaping core advantages, innovation restarting growth engine”. The year of 2020 is the critical year of the Group to improve operation and management overall level, and construct the core capabilities of OM platform. This conference is a special conference focusing on group operational technology under the overall strategic deployment of the Group, in the sensitive period of COVID-19 disease control.


At this conference, Prof. WANG Hongchen, director of Operation & Management Sub-committee, and other 4 external Sub-committee members (Mr. YANG Xiangping, Mr. ZHANG Xiaojian, Mr. SHI Hanchang, Mr. TANG Jianguo, and other national level experts) attended online. Mr. LI Li, Group Executive President; Ms. HANG Shijun, Chief Consultant Engineer; Mr. LIU Weiyan, Operation Director; Mr. ZHANG Baolin, Technical Director; and other relevant personnel from Operation & Management Center, Water Environment Research Institute, Digital Research Institute among others attended the conference on site. The conference was chaired by Mr. WANG Li, Secretary of the Sub-committee and Deputy General Manager of the Operation & Management Center.

 
Mr. LIU Weiyan, Group Operation Director, firstly thanked all experts for attending this conference, then briefly introduced the systemic design of building the core competence of operation and management, stressed on the importance of operational technology in building the operational core competence, hoping that under the guidance of experts, BEWG could improve its operational technical level and operational management capabilities systematically. Mr. WEI Bin, Sewage Management Dept explained the five key dimensions of building the operational technology system: 1) operational management standard and operating guidance system; 2) intelligent operation core control logic system; 3) high-quality operation core process technology system; 4) solution and difficult problem case library system; and 5) post-assessment system for the application of new technologies and equipment. Mr. LI Zhitao from the Water Supply Management Dept reported the operational technology work plan of 2020 in four aspects: 1) water quality safety; 2) production operation; 3) leakage control; and 4) operational standards. Mr. HAO Ercheng from the Digital Research Institute reported the independent scientific research plan of 2020 in four aspects: 1) data perception; 2) process simulation; 3) automatic control; and 4) intelligent identification.


Experts listened to the reports carefully online, and fully affirmed the systematicality, practicability and leadership of these operational technology work plan and independent scientific research plan, and gave detailed critical opinions to the Group’s municipal water operation and management technology work plan. The experts pointed out that we should research on operational optimization and operational technology reserve in advance given the changed concentration of feed water after municipal pipelines have increased quality and efficiency; we should establish internal control standards according to the municipal water supply standard rising tendency: to supply high quality water in normal hours, and supply qualified water in emergency; we should take care of operational data quantity and quality, provide reliable strong support to the operational technology diagnosis and operational management optimization; in preparing the operational standards and technical instructions, we should balance the water project individual properties and common properties; in upgrading the operational technology capabilities, we should take full consideration of the difference of operators in the Group and the management level, and motivate the regional and project operational managers’ enthusiasm and creativity through incentive mechanism; the development of intelligent water technology should take full consideration of front line tools availability and rapid promotion.

The chief consultant engineer Ms. HANG Shijun affirmed the efficiency of the Sub-committee. She emphasized the importance of basic data sorting, problem solving, cross-departmental collaboration and technical post-evaluation; she suggested that we should learn from the experience of Japan, establish an incentive mechanism through the compilation of refined Operation Management Standards, and encourage the water plant employees to form workmanship spirits; the Sub-committee should break down the tasks, led by external experts, and jointly set up multiple special teams with internal experts to solve practical problems; establish a working mechanism in which technical results are reviewed by experts from the Sub-committee to ensure the outcomes and results are high quality and industry leading.

 
 
Group President Mr. LI Li, on behalf of the Group, expressed his gratitude for the participation of "national level" operation experts. In his concluding remarks, he once again emphasized the importance and strategic significance of building the core competitiveness of operations; in the new situation, the Group’s operational technology must pay attention to the innovation of "new technology, new equipment, new methods"; it is necessary to fully consider the different attributes of different types of projects such as water supply, sewage, pipe network, villages and towns, and continue to extend the elements of operation and management, and improve the core capabilities of operation and management; continuously strengthen the cooperation and application of existing technological achievements, and consider BEWG's own situation to carry out disruptive innovation exploration, seek operational technological breakthroughs and management model innovation, and lay a solid foundation for the realization of the Group's secondary growth curve.

In July 2019, the Municipal Water Operation & Management Sub-committee was founded, under the leadership of the Group’s Technology Committee, responsible for planing and deciding for the operation and management technology domain, directing operational technology R&D, application and evaluation, and training operation and management core talents etc.
