The First Plenary Session in 2018 of BEWG Technical Commission is successfully held 2018-07-16
On July 15, the first plenary session in 2018 of BEWG Technical Commission was held in Beijing. More than 70 people attended the meeting, including 12 external committee members including Peng Yongzhen, academician of the Chinese Academy of Engineering and chief professor of Beijing University of Technology — Environmental Science & Engineering, Wang Kaijun, a professor of Tsinghua University and the dean of Tsinghua University BEWG Research Institute, Zhou Min, group president, Li Li, CEO, Yang Guang, senior vice president, Wang Zhupin, vice president, Li Ai, secretary of commission, Hang Shijun, consultant chief engineer and director of the Technical Committee, as well as internal committee members and delegates of relevant departments, and Lu Qi, technical director of the Group and secretary of the Technical Committee chaired the meeting.
Zhou Min explained the dual-platform development strategy of BEWG in detail and pointed out that technology is important to future development of the Group and is a necessary condition for the Group to transform towards a light-asset strategy, and only through technical driving can the Group achieve a sustainable development for the next decade, and he hoped that the Technical Committee can give full play to its technology-leading role, seize the opportunity to innovate and make breakthroughs, actively integrate internal and external technical resources and help BEWG to rank among the world’s leading water technology service providers by multiple channels and means. In the meeting, Hang Shijun made a special report on the work of the Technical Committee, elaborated the important role that the Technical Committee should play in the new era from a strategically advantageous position, summarized the specific work carried out in the first half of 2018, proposed the work plan for the second half of the year, and said that he will further make the professional committee count, go deep into the front line to solve practical problems, strengthen the guidance for technology research & development and build a technology resource sharing mechanism, etc.
A committee member appointment ceremony was performed on the meeting, during which, Zhou Min and Hang Shijun jointly issued the letter of appointment to the members of the second terms of the Technical Committee.
Professors Wang Kaijun and researcher Xi Beidou are specially invited to make a special report on the Exploration of Problems and Trends in Industry Development and the River Chief System and Environmental Protection Industry in the New Era, respectively. Professor Wang systematically elaborated the four major changes and development trends in market demand, proposed some suggestions for achieving technological prosperity based on the ecological civilization concept, and pointed out that Internet thinking needs to be introduced to the development of environmental protection industry by taking sludge disposal as an example. Researcher Xi made an in-depth explanation simply from the issuance background of river chief system, reflections on the implementation of river chief system and six-in-one governance vision to the governance strategy under the river chief system, environmental protection industry in the new era, industry development leading by the high-end think tank, etc.
Li Li put forward the preliminary thinking on ten macro issues about technological development of BEWG, and explored and analyzed the problems including core technology, leading products, technological breakthroughs, technology identification, technology source, technology extension, technology system, technical work, technology IP and technology decisions based on the actual cases, which points out a direction for the next step of technological development.
Yang Guang proposed to create a “T-type” technology system of horizontal to the edge and vertical to the bottom based on the report titled Casting Sword · Casting People — Thoughts on Technical Development of BEWG, the Technical Committee shall be the pivot of decision-making of the Group, control the direction of the Group’s technology development and strengthen the cooperation and communication among industry experts, and the professional committee shall be provided with the functions of technical decision-making and technical guidance.
An in-depth discussion on “How to play the role of the Technical Committee” was conducted on the meeting. Academician Peng Yongzhen provided detailed suggestions for specific projects and technologies; professor Wang Hongchen from Renmin University of China proposed to improve the operation level of the sewage treatment plant with the Operation Committee as the main body; Liu Yongding, a researcher from the Institute of Hydrobiology, Chinese Academy of Sciences, pointed out that the Group shall develop different levels of technical products; professor He Qiang from Chongqing University proposed to cooperate with the university teams to carry out research by making use of the existing good data foundation of the Group; Chen Hesheng, a professor-level senior engineer from the Water Resources Protection Bureau of Taihu Lake Basin suggested that the Group shall consider deeply the development issues from the perspectives of national strategy and macroscopic planning; Zheng Xingcan, chief engineer from the North China Municipal Engineering Design & Research Institute Co., Ltd. pointed out that the Group shall improve the technology identification and judgment ability to get the core technology; professor Shi Hanchang from Tsinghua University considered that smart water shall be constructed based on the orientation of solving the actual operation problems of the sewage treatment plant; professor Nie Yongfeng from Tsinghua University suggested that the Group shall pay full attention to sludge problems and develop overall solutions; Tang Jianguo, chief engineer from Shanghai Urban Construction Design & Research Institute put forward his own thinking on the core values of BEWG.
A consensus on conscientious implementation of practical committee and giving full play to the role of the Technical Committee was reached on the meeting. The Technical Committee will implement the spirt of the meeting as soon as possible, strengthen collaboration with external committee members, start a new working mechanism and give full play to the resource advantages of internal and external committee members to provide a strong support for the Group’s development strategy.
In addition, Lu Qi, the technical director, made a description about the Operation Rules of Technical Committee (Revised), and Mao Jianhua, the technical director of water environment explored the technological development of the Group based on the report titled From Technology Support to Technology Leading.
