On the morning of September 23, Xu Hairong, Standing Committee Member of the Party Committee of Xinjiang Uygur Autonomous Region, Party Secretary of Urumqi-Changji and Municipal Party Secretary of Urumqi had a formal discussion with Zhou Min, Executive Director and Chief Executive Officer of BEWG. et al. The two parties conducted deep communication for the overall cooperation scheme of “water to city” project in Urumqi and obtained positive results. Ilham Sabir, Deputy Party Secretary and Mayor, Wang Guohe, Deputy Party Secretary and Party Secretary of Tianshan District Committee, Yu Zhilong, Deputy Party Secretary, Li Xinhua, Deputy Director of the Standing Committee of the Municipal People's Congress and Party Secretary of Saybagh District Committee, Li Wei, Deputy Mayor and relevant government principals, Yang Guang, Senior Vice President of BEWG and Dean of the Water Environment Research Institute, Yu Liguo, Senior Vice President, Cui Jian, Vice President, Mao Jianhua, Technical Director of Water Environment, Yang Xiaoquan, President Assistant and General Manager of Western Region, Shi Benwei, General Manager Assistant of the Investment Center, et al. attended the discussion.
CEO Zhou Min expressed thanks to the continuous support of Municipal Party Committee and municipal Government of Urumqi for BEWG. He said that BEWG paid high attention to the promotion of Urumqi “water to city” project and will spare no efforts to carry out relevant work, prepare funds and personnel, insist on planning guidance and multi-point construction, and promote project construction with high quality and high standards. BEWG will strengthen coordination and communication with the Municipal Party Committee and Municipal Government and implement the work instruction of “Trees on mountains, water to city, changing coal to gas, green land, blue sky and beautiful city” proposed by Chen Quanguo, Secretary of the Autonomous Region to contribute to the city construction of Urumqi.
Director Mao Jianhua reported the overall conceptual plan, brief scheme of pilot project, construction management progress and subsequent plan of Urumqi "water to city" project and elaborated the overall design planning concept from the aspect of “ensuring water safety, saving water resources, improving water environment, building water landscape, establish water ecology and strengthening water management, etc.”. Yu Liguo, Senior Vice President reported the investment work
progress and follow-up plan, put forward that project investment and financing will adopt the methods of multi-channel combination and multi-mode innovation and combine with the mixed ownership reform of state-owned enterprises, inventory water asset PPP, operating and non-operating packaging, etc. to fully ensure the public interest and the maintenance and appreciation of state-owned assets. Yang Guang, Senior Vice President demonstrated that BEWG will build the world-class project with Urumqi features based on “world vision, international standards, Chinese characteristics and high-point positioning” and build Urumqi into the livable core city along the Belt and Road. Meanwhile, he proposed that innovations can be made for the system, mechanism and management mode of Urumqi “water to city” project and unify awareness by establishing “headquarters” to realize "unified decision-making, coordination, supervision and assessment" and promote and implement the work effectively.
Finally, Secretary Xu Hairong put forward three requirements for Urumqi's "water to city" project: firstly, do it resolutely. To firmly establish the concept of "green hills and clear waters are the mountains of gold and silver " and "ice and snow is also mountains of gold and silver", adhere to the people-centered development idea, implement the concrete work requirements of “trees on mountains, water to city,
changing coal to gas, green land, blue sky and beautiful city” of Party Committee of the Autonomous Region regarding the provincial city construction, unify ideas and actions into the decision-making and deployment of the CPC central committee and the work requirements of Party Committee of the Autonomous Region, resolve to promote the construction of “water to city” ecological project with high sense of responsibility and mission and insist on constructing, developing and promoting the city with water to build Urumqi into the bright pearl in the core area of Silk Road Economic Belt. Secondly, do it scientifically. To conduct planning and design meticulously, consider various factors such as climate, geography and the late management of the provincial city, and further improve the planning and design scheme to make it more forward-looking, scientific and operational. To adopt market-oriented operation mode and raise funds for project construction with various
measures simultaneously. Adhere to the method of parallel construction, multi-point construction, organize construction scientifically and reasonably, and speed up the engineering progress comprehensively. Thirdly, do it wholeheartedly. To strengthen organization and leadership, carry out the work responsibility, improve the working mechanism, form the working pattern of management by main leaders personally, specific management by head of each division, and joint management by departments at all levels, strive to conduct the project construction, ensure the project completed as soon as possible, and let the masses of all nationalities obtain benefit earlier.
The discussion established the cooperation tone for further promotion of Urumqi "water to city" project and determined the subsequent promotion route and time planning, which will effectively help the settlement and implementation of the project, and lay a solid foundation for BEWG’s future business development of infrastructure investment in Xinjiang including water resource utilization and water ecological environment protection.
